“I’ve never been to Cancún,” he said.
“I think that it’s a beautiful city but it’s not something I can visit because I don’t know that it is safe.”
He said he was also worried about people leaving behind pets, saying: “It’s important to keep pets out of the city because it’s very dangerous.”
In another video posted to YouTube on Wednesday, Mr Jarrard said he had been to a hotel in the resort town of Cabanas, which is only accessible by car, and had not seen a single dog.
“The hotel staff are extremely helpful,” he wrote.
“It was nice to have someone in charge of the dog policy.”
